Tribute was paid to the memory of the Honourable Senator Bosa, whose death occurred December 10, 1998. Some Honourable Senators made statements.

DAILY ROUTINE OF BUSINESS

Presentation of Reports from Standing or Special Committees

The Honourable Senator Forrestall, Chair of the Special Committee of the Senate on Transportation Safety and Security, informed the Senate that, pursuant to an Order adopted by the Senate on June 18, 1998, he had deposited the First Report (Interim) of the said Committee with the Clerk of the Senate on January 28, 1999.-Sessional Paper No. 1/36-987S.

The Honourable Senator Forrestall moved, seconded by the Honourable Senator Beaudoin, that the Report be placed on the Orders of the Day for consideration on Thursday, February 18, 1999.

The question being put on the motion, it was adopted.

Tabling of Reports From Inter-Parliamentary Delegations

The Honourable Senator Austin, P.C., tabled the following:

Report of the Canadian Delegation of the Canada-China Legislative Association, respecting its participation at the First Bilateral Meeting, held at Beijing, Dalian, Lanzhou, China, in November 1998.-Sessional Paper No. 1/36-988.

Resuming debate on the motion of the Honourable Senator De Bané, P.C., seconded by the Honourable Senator Robichaud, P.C. (Saint-Louis-de-Kent), for the second reading of Bill S-23, An Act to amend the Carriage by Air Act to give effect to a Protocol to amend the Convention for the Unification of Certain Rules Relating to International Carriage by Air and to give effect to the Convention, Supplementary to the Warsaw Convention, for the Unification of Certain Rules Relating to International Carriage by Air Performed by a Person Other than the Contracting Carrier.

After debate, The question being put on the motion, it was adopted.

The Bill was then read the second time.

The Honourable Senator De Bané, P.C., moved, seconded by the Honourable Senator Maloney, that the Bill be referred to the Standing Senate Committee on Transport and Communications.

The question being put on the motion, it was adopted. Orders No. 2 and 3 were called and postponed until the next sitting. Second reading of Bill C-59, An Act to amend the Insurance Companies Act.

The Honourable Senator Kroft moved, seconded by the Honourable Senator Moore, that the Bill be read the second time.

After debate, The Honourable Senator Lynch-Staunton moved, seconded by the Honourable Senator DeWare, that further debate on the motion be adjourned until the next sitting.

The question being put on the motion, it was adopted. Order No. 5 was called and postponed until the next sitting.

Resuming debate on the consideration of the Final Report of the Special Joint Committee on Child Custody and Access entitled: "For the Sake of the Children", tabled in the Senate on December 9, 1998.

That, notwithstanding the Order of the Senate adopted on October 29, 1998, the Committee of the Whole, to which was referred the Report of the Privacy Commissioner for the period ended March 31, 1998, be empowered to present its report no later than February 18, 1999.

Changes in Membership of Committees Pursuant to Rule 85(4)

Standing Senate Committee on Legal and Constitutional Affairs

The name of the Honourable Senator Pearson substituted for that of the Honourable Senator Bryden (February 2).

The names of the Honourable Senators Bryden and Pearson substituted for those of the Honourable Senators Pearson and Pépin (February 3).

Standing Senate Committee on Social Affairs, Science and Technology

The names of the Honourable Senators Callbeck and Johnstone substituted for those of the Honourable Senators Johnstone and Maloney (February 3).
